I don't even know what I was attempting here. I'm not completely happy with it, but it doesn't look like a total fail.
I was really unsure on how the hat would move in the wind, so I just guessed. I hope it's not too far off. LOL! Anyway, this is the 3rd icon of my Halloween series. Hope you like it!
